TARGETED.ARMY Organizes MKUltra Research Materials for Historical Accountability and Public Education

The August 31 research milestone organizes material for 149 numbered subprojects while preserving source references and identifying work that still requires verification.

TARGETED.ARMY completed an organized research and education dataset covering 149 numbered MKUltra subprojects on August 31, 2026. The work brings together research records, shorter educational drafts and visual-campaign planning material to support examination of historical experimentation, consent and institutional accountability.

The dataset gives each numbered subproject a consistent place in the collection. Dedicated research records retain source references, documentary leads and uncertainties so that later writing can be checked against the underlying material.

Preserving the Documentary Trail

The research structure includes an evidence inventory and references to records associated with each subproject. It separates longer working notes from shorter publication drafts and visual briefs. The supporting archive includes scanned pages and searchable text used to locate potentially relevant passages.

At the August 31 milestone, one subproject had received a key-page scan review and additional institutional-source research. The other 148 remained structured research drafts. Searchable text and document indexes provide leads for review, rather than independent confirmation of every claim.

Historical Accountability and Future Safeguards

The campaign's purpose is to make historical questions about consent, oversight, secrecy and accountability easier to study. A clear documentary trail helps readers distinguish proposals from work actually performed, and research leads from conclusions supported by a specific record.

That distinction also matters for the Coalition's forward-looking mission. Historical material can inform discussion of protections for people in research and the duties of institutions as technology develops. It does not, by itself, establish a present-day program or explain an individual's reported experience.
