TARGETED.ARMY and Cognitive Freedom Coalition introduced country-specific government outreach through the Cognitive Sovereignty Initiative (CSI), with the first published United Kingdom package dated August 24, 2026. The initiative seeks stronger protection for mental privacy, Cognitive Autonomy, neural information and human dignity as technology develops.
CSI combines public education, research, documentation and government outreach. Its materials ask institutions to examine emerging risks, assess existing protections and consider safeguards before technological capability outpaces public oversight.
Materials Built for National Context
The initial package includes an introduction to the initiative and a model government notice. These materials are intended for officials to independently review, adapt or reject through their own legal and diplomatic processes. They are campaign proposals, not statements issued by a government.
The wider outreach approach takes account of differences in national institutions, privacy frameworks, human-rights protections and diplomatic relationships. The United Kingdom announcement described a planned campaign for 60 to 75 governments. That figure represented the intended scope, not confirmed government participation.

The initiative distinguishes documented facts, emerging capabilities and allegations requiring independent investigation. Its public materials encourage careful evaluation of reports and preservation of relevant records without asking governments to accept predetermined conclusions.
